Fund Sources for'SS, SSI Are Different

Although the Social Security cash benefits programs and the supplemental security income (SSI) program are administered by the Social Security Administration, the sources of funds required to financer the programs are entirely different. The Social Security insurance programs are financed almost exclusively by a payroll tax levied against the earnings of workers in Social Securitycovered employment, their employers, and the selfemployed. The taxes collected are intended to approximate Social Security expenditures; any excess is kept in trust funds and serves as a reserve. By law. these funds can be invested only in Federal securities THE SOCIAL Security cash benefits programs, retirement and survivors' insurance and disability insurance have their own trust funds. SSI provides benefits to needy people 65 and over or blind or disabled with low income and few resources.

Unlike Social Security, eligibility for SSI is based on financial need. The program is financed through general revenue funds. SSI provides a nationally uniform, standard benefit amount for individuals and couples: however, the amount actually paid varies in relation to any other income they may have, including Social Security benefits, and their living arrangements. IN ADDITION, many states supplement the federal payment. Each state determines the amount of its supplement in accordance with the needs and circumstances of its residents. Q. How does the definition of disability under Social Security compare with that for SSI? A. The definition of disability under both programs is the same. Q. Would owning either a home or a car disqualify a person for SSI? A. No. An individual or couple can own both a home and a car and still be eligible for SSI payments.
