\ Disability Pay Eases I Comeback from Injury
Monday, July 18. 1977, was to have been just another day on the job for 25-year-old Frank Quinn of North Cape May. It came to be a day etched in his mind forever, a day that changed his life. It was on that summer day eight years ago that Frank fell from a machine at work. 15 feet to the floor, striking his head. He was in a coma for three days as a result of a fractured skull and extensive injuries to his jaw. Then the seizures began and Frank Quinn realized that his problems were not over. MEDICATION controls the seizure disorder now. but attacks still come occasionally and last between five and ten minutes. Frank also has available a system which allows him to push a button to summon medical help when he feels a seizure coming on. Quinn receives Social Security disability payments based on his total disability. This means that the ■ condition must preclude all substantial work and be expected to last at least a year. A work test must also be met requiring that the ■ disabled person generally have credit for five years of - work out of the lb years prior to the disability TIIKRK IS AN Alternate test for workers whose disability began before age 31 - These persons must have work credit for one-half of the time between age 21 and the time the disability began. The minimum amount of work credit re quired is 1'2 years Quinn's wife. Clara, works at the Woodbine Development Center, but her income alone is not suffic ient to meet the needs of the couple and their children. Elsie. 21 months old. and Frank Jr.. 9 mon ths old "The money from Social Security is essential". says Quinn WHILE MRS. QUINS' does not receive benefits as a wife because of her work and earnings. Quinn re ceives checks for himself and the two children These checks will continue as long as Frank remains dis abled. but the children's checks will stop when they reach age t8. or age 19. if

DETERMINATIONS of disability for social security purposes are made by disability evaluators and physicians working in an agnecy of the claimant's home state. In New Jersey, this is the same agency that administers the vocational rehabilitation program. This is fitting. for a major objective of the disability program is
to encourage disabled persons to undertake rehabilitation and become self-sup-porting. Most Social Security disability beneficiaries are covered by a nine-month trial work period, which allows them to go back to work without fear of losing their monthly checks. Quinn would like to return to law enforcement, a position he once held as a special officer in Lower Township. Frank Quinn's road to recovery has been hard and tedious, but Social Security disability payments are making that road smoother
