Sea Isle Studying How Well It's Run

"If there is a better way to run the government of Sea Isle City. We want to find it", resort Mayor Mike McHale said. It is for this reason the Sea Isle City Board of Commissioners is taking part in the Governor's Management Improvement Program iG M I P an efficiency self-study designed as an assessment of where the city is going and where it should be going. "We are investigating ourselves, our operations. | and our facilities, so that we can improve the effi- 1 ciency of government in Sea Isle City and save the • taxpayers money,' McHale continued. "TIIE G.M.I. P. program offers municipalities guidelines and expertise so that they may effectively study themselves". McHale said. "The program is made available by the state at no cost to the local municipality. and the results that I i have seen in other New

Jersey communities have been very good. " he added "The Sea Isle City Board of Commissioners feels that this G.M.I. P. study will be most helpful to us in giving our city a more efficient, more responsive and more

effective government" McHale noted that the investigations of the government are made by local people, under the guidance of the state The board of commissioners has appointed two committees - one. the local government committee consisting of city employees, and a steer ing committee consisting of local business and professional people. TIIE LOCAL government committee, consisting of city employes, is responsible for interviewing other municipal employes, as well as. private citizens, analyzing the interviews and making recommendations These recommendations are then made to a steering committee of five local business and professional people, who either accept or reject the recommendations. After further study, the results are presented to the board of commissioners for action. The board of commissioners has the final approval for implementing suggested programs. THE SEA ISLE City G.M.I. P. is being conducted with the help of John Salveson. the state director of G.M.I P. Salvesen noted that the goals and objectives of the program are: to help local governments identify j operational and j managerial concerns, to m

help identify duplication services, to provide government services with a higher degree of efficiency and cost-effectiveness, to identify unnecessary- and costly constraints to good management, to advocate more involvement in government at all levels from the private sector, to develop more professional management techniques at all levels of government and to provide information for a data base
