Hentges Selected For Pilot Project

COURT HOUSE - Cape May County Surrogate W Robert Hentges and Atlantic County Surrogate Janice Mathis have been selected by the Judiciary/Surrogate Committee of the New Jersey Supreme Court to participate in a "pilot project" recommended by the recent Study of the Efficiency of the Courts. According to Hentges. the efficiency study recommended the use of surrogates to hear uncontested cases, formal accountings and adoptions, which must now be heard by a judge of the Superior Court. HENTGES SAID that the committee on efficiency recognized that surrogates possess certain expertise in the probate field, and permitting surrogates to hear certain matters would eliminate some of the backlog of cases in Superior Court. The study. Hentges said, recommended a pilot project with an attorney surrogate and a non-attorney surrogate, one from a large county and one from a small county. Hentges said that he and Surrogate Mathis fit the criteria as recommended • ^ HENTGES IS beginning his 14th year as surrogate and Surrogate Mathis, her 10th year. Hentges said that surrogates are by New Jersey Statutes. "Judges of I, the Surrogate Court". However, he said, surrogates presently have limited jurisdiction and can not decide any case which presents any form of doubt or difficulty. The ! pilot project will expand the duties of the sur-

rogates. providing for additional judicial authority and decision making. HENTGES SAID that the pilot project is being recommended on a vicinage basis, with the respective assignment judges evaluating the per formance of the respective surrogates. (Cape May and Atlantic Counties are in judicial vicinage number one. with Assignment Judge Richard J. Williams.) Additionally, Hentges said, the Judiciary/Surrogate Committee Chairman. Edward Beglin, assignment judge for Union County, has designated Mathis and Hentges with the responsibility of drafting the job specifications and qualifications for the project. AFTER THE specifications are written, Hentges went on, they will be forwarded to the administrative office of the courts for review. Then in January. Hentges said, the entire Judiciary /Surrogate Committee will review the draft and submit the recommendations to the Chief Justice of the New Jersey Supreme Court The chief justice will decide when to implement the program. Hentges said. "Surrogate Mathis and myself". Hentges said, "are indeed honored to have been selected for this impprtant assignment. We look forward to participating in the pilot pro ject. which we believe will make the judicial system more efficient, and provide better service to the general public."
