Wastewater Plant: Cost $42 Million
SWAINTON - The Cape May County Municipal Utilities Authority commissioners. at their regular meeting unanimously approved a $42 million contract for the construction of the authority's fourth regional wastewater treatment plant. "If we're going to sign a $42 million contract. I just want to be very certain about what we're doing." said CMCMUA Chairman William F.X. Band prior to the approval of the construction contract for the Wildwood/Lower Region wastewater treatment plant. The low bidder on the project, Fluor Constructors Inc. of Irvine. Calif., submitted a bid of $42,596,479.60. more than $4 million below the next lowest bid and almost $17 million under the lighest one. SOME OF THE commissioners, including Band. \0 tfa/a/e .4¥ea±et Xq <Y M, 0) 4€hocolate^ % Palate oj )$ VILLAGE £7 SHOPPES SS of RIO GRANDE >§ 886-6700
had minor reservations over a bid evaluation report by the authority's consulting engineering firm. CH2M Hill, which indicated that Fluor hadn't had extensive experience in municipal wastewater treatment plant construction. "If I'm going to put my stamp of approval on a $42 million contra<9." Band said. "I want to be verysure everything is in order and that the firm being awarded the contract can do the job. do it well and complete the project on time." Larry Civic of CH2M Hill said the firm has had considerable experience with petrochemical and mineral refining facilities, "which can be much more complex than a wastewater treatment plant • WITH ANNl'AL revenues of more than $3 billion, they also have more . than adequate resources," he said. \ Completing the construc- ) tion of this treatment plant by the spring 1988 target date is particularly impor- \ tant because of the stress / on many of the treatment plants in Cape May County island communities caused
by the rapid development of recent years. That stress led to overloads and ocean pollution this summer and a subsequent ban on sewer connections or extensions in several communities. "We're under a lot of pressure to get this done on time," George Betts. an alternate commissioner of the authority, told Roger L. Blankenship. Fluor's manager of commercial operations. "We need to know that you'll be able to keep pace with deadlines and bring projects in on time." "OtijR EXPERIENCE has been to bring projects in on time," Blankenship said. 'We'll keep on schedule and our hope is to bring this~project in ahead of the schedule." * He also pointed out that, while his firm hasn't been involved in the construction of wastewater treatment plants for public bodies, it has built 11 for private companies. "We've had extensive experience in this field." Blankenship assured the commissioners. Fluor is expected to bdgin construction on the plant, on Route 47 in Rio Grande, early next year.
