Pre-school Aid plan STONE HARBOR - A community-wide effort to provide improved educational opportunities for preschool handicapped. Once a child has been located, either through a letter or phone call from a parent, guardian, or other concerned adult, the school district will set up a free screening for the child. If the child is handicapped, he or she will be eligible for a free special education program. Anyone within the Stone Harbor School District who has or knows of a child who may have a speech, hearing. vision, motor or emotional problem and is not receiving services, is asked to contact the school.
