Plant Getting, New Condenser, Stack
SWAINTON - The Cape May County Municipal Utilities Authority has given a Somerville firm the goahead to begin installation of a new stock and gas condenser at its composting plant in Court House "This new stack will have a significant effect on the dispersion of any odors and greatly reduces any impact on surrounding properties and population. " said authority Chief Engineer
Charles M. Norkis. Custodis-Qottrell Inc. of Somerville. who won the contract award with a low bid of $36,300. has until Dec. 19 to have the condenser installed and until Jan 1. 1966. to have the stack installation completed. THE STACK, through which air within the composting facility escapes, is being extended from 15 to 50 feet The exteasion of the stack is part of a series of steps the MUA has undertaken to curb the recurrence of odors which led to litigation this summer. "After a comprehensive analysis by the authority's coasulting engineering firm. Roy F. Weston Inc.." Norkis said, "it was determined that the odors produced in the plant last summer were non-toxic and non-hazar-dous and could be addressed and rectified by appropriate identification, study and subsequent remedial action." NORKIS SAII) he believes the facility will be a "boon to county homeowners and growers" once it is fully operational. but added that he doesn't want to advantages to be overshadowed by the presence of unpleasant odors. The composting plant, a state-of-the-art facility which has received wide acceptance throughout Europe. experienced start-up difficulties which led to the litigation over the unexpected odor problem. Judge L. Anthony Gibson ultimately ruled, however, that the operation could con- I"" tinue as long as remedial actions were being taken to curtail the odors "WE UNDERTOOK what 1 believe was not only a res- " ponsibile but also a very ambitious program to curb the odors as quickly as pos sible. Norkis said, "and to prevent a recurrence of this J regrettable situation." , Norkis said he hopes the i publicity that has surround- , ed the odor problem doesn't i overshadow the importance ' the composting plant plays 1 in the county's plan to ad- < dress the disposal of waste- 1 water. "Sludge, the natural by- I product in the wastewater 1 treatment process, has al- ( ways posed a difficult dispo- t sal problem." Norkis said. J "HERE WE HAVE the | opportunity to dispose of it in a positive manner where it benefits current and fu- j ture populations rather than threatening them." The sludge from the MUA's regional wastewater treatment plants is brought to the composting facility, where it is turned into a soil conditioner where it can be widely used in landscaping projects In the beginning stages of operation, the authority plans to use the soil conditioner to "dress" completed portioas of its sanitary landfill on the border of Upper Township and Woodbine, but eventually will make it available either free or al a nominal charge to county residents "I'm excited over the benefits this plant w ill produce lor tape May County residents." Norkis satd. "and leel it will gain w ide acceptance once its operation be comes routine and trouble - ,rceC * >. * ru.au
