Medicare Covers 'Necessary' Care

and necessary for the diagnosis and treatment of an illness or injury. Care is considered to be custodial when its primary purpose is to meet a patient's personal needs and when it could be provided by people who do not have professional skills or training. For example, helping a patient eat, bathe, or dress can be extremely important to the person's wellbeing, but these services do not require professional skill. EVEN IF THE patient is in a participating hospital or skilled nursing facility, or is receiving care from a participating home health agency. Medicare would not cover care that is primarily custodial in nature. Care would not be considered reasonable or necessary if the patient is admitted to a hospital or skilled nursing facility when the kind of care required could be provided elsewhere. Furthermore, care would not be considered reasonable or necessary if the patient remained in a hospital or skilled nursing facility longer than his or her medical condition required. MEDICARE payments would end when further inpatient care was no longer considered necessary. The decision about whether inpatient care is reasonable or necessary is made in part by Peer Review Organizations (PROs) in each state. Each PRO is made up of local physicians whose task is to review the care provided by their fellow physicians. Medicare hospital insurance cannot pay for any inpatient hospital care that a PRO determines is not medically necessary. Similarly, visits by a physician to a patient that are more frequent than is the usual medical practice in a given area would not be considered reasonable or necessary unless there were medical complications.

Grants Financing Additions for ACC

MAYS LANDING - Atlantic Community College will open a travel agency laboratory and add 18 IBM computers to its office automation program after receiving two federal vocational education grants totalling more than 583,000. The grants, awarded by the N.J. Department of Higher Education, were proposed by Patricia Conn of Beesley's Point and Donna Miller of Somers Point. Conn, coordinator, accounting and secretarial science, received 561.670 for the "Office Automation Across the Curriculum" program. She will use the funds to purchase computer equipment and software. "WE'RE GOING to expand the office automation facilities available to students at our Atlantic City Center," said Conn. "We will purchase 18 IBM personal computers and printers." Conn said the new equipment will enhance teaching of electronic filing, graphing, spread sheeting, calendaring, reporting and word processing. "Students will receive an up to date education," said Conn. "The new computers also allow for more teaching on an individual basis." Conn noted that "job opportunities in this field are good for men and women" and that the program improvements will make ACC students "more employable". LAST YEAR CONN began the office automation program with a 596.000 grant. She credits the grant with helping to attract 100 new students to the secretarial science program. The money also funded 20 computers and printers. Miller, coordinator of hospitality management, plans to open a travel agency laboratory and add six computers and printers with the 521.489 awarded for the

"Travel and Tourism" program. "We're looking to provide industry experience." said Miller. "Students will train to be travel agents and use that knowledge in dealing with real customers and ac- . tual situations." MILLER. WHO USJs a mock hotel in other hospitality courses, said the lab setting will give students the "opportunity to make mistakes." "Most industry jobs require two years experience," said Miller. "Our students will get experience from the lab and working in a real agency."
