Child Abuse DYFS, Schools Agree On Countermeasures

CREST HAVEN - Officials from the state Division of Youth and Family Services (DYFS) and local school districts announced ^ an agreement Monday regarding the reporting and I investigation of child abuse ! and neglect. Q . They released the follow1 I ing summary during an [ afternoon press conference I then: P The past two years has I seen a rise in the incidence [ of child abuse and neglect b which has caused a heightI ened public awareness and ' concern to the problem, k Responding to this con- . cern,> the governor has I made the reporting and in1 vestigating of suspected D child abuse and neglect a I top priority. The State Board of Educate tion passed a resolution Nov. 7, 1984, reaffirming education's responsibilities regarding abuse and neglect. Last spring, an analysis of local district policies was done by the county Office of Education on Compliance with law and code. Although local policies complied with the code, there still appeared to be many misunderstandings regarding the responsibilities of DYFS and local school districts, particularly during investigations of suspected abuse and neglect. After several discussions with both local districts and DYFS. the county Office of Education took the initiative of bringing the local districts and DYFS together to develop an "Affiliation Agreement." That agreement was to provide to both sides a mutually developed, nonbinding agreement to provide clear guidelines for interaction between the schools and DYFS in child abuse and neglect cases. The final document resulted in clear delineation and responsibilities in such areas as: reporting and investigation; removal of children from school by DYFS; joint interviewing of children; consultation and information sharing. The document also provides clear and consistent procedure for both schools and DYFS to follow, from P.O.
