Middle Sewage Budget Up 22%

COURT HOUSE - Middle Township Sewage Commission was scheduled yesterday to introduce atentative 1986 budget of $81,661, a 22 percent increase over last year's budget of $67,049. The proposed '86 budget shows a $15,661 increase in anticipated revenue from sewer rates, but that alone may not mean a rate hike is planned. The commission ended 1985 with a $12,000 surplus, apparently the result of lasUj/ear's rate increase. "We are anticipating some sort of rate hike, but n?t for the tentative bddget, " said Commissioner Phil Heck, who served on the budget committee with Chairman Albert Karaso. "We are anticipating a need for longrange planning." HECK SAID any rate increase would be needed for projects to ready Middle's collection system to hook up to the Municipal Utilities Authority Seven Mile Beach/Middle Region treatment plant, planned for completion in the summer of 1987. MAJOR INCREASES in the proposed budget are: •3,500 for sludge removal, from $11,500 to $15,000. This covers part of a 14-month, $25,000 sludge removal contract with Caprioni Cesspool Service in Belleplain. *2,659.72 for insurance, from $2,470.28 to $5,130. Heck said the increased cost of liability insurance for public bodies accounted for this jump.

• 2,500 in salary for a qualified assistant plant operator. The previous . assistant was paid $500 and worked on an on-call basis. The new assistant, who hasn't been chosen, will-be paid $3,000 and required to work eight hours a week. • $2,405.70 for repairs to the treatment plant, pumphouse and collection system, from $3,594.30 to $6,000. • $1,798.00 for legal services. First-year solicitor Carmen Alvarez had volunteered a flat rate for $1,602 legal services and carried out unanticipated legal responsibilities as part of her fee. Heck said. This year, she'll get $3,400. • $1,110.72 for rent, from . $239.28 to $1 .350. Last year, the commission was unable to find an office to rent and used Clerk Jeanne DeVico's house. This year, .. they intend to rent an office. • $1,000 to create a Sinking Fund. The money will be deposited into an in-terest-bearing account, and used to finance future collection system repairs. • $906 for engineering services, from $720 to $1,626 Like Alvarez. Engineer Charles Kona had to perform extra work not anticipated by the makers of last year's budget. This year's considers the costs of processing applications and extra services. The Middie Township Sewage Commission serves 427 customers in the Court House area.
