Renovation Hiked $478,700; Hentges: Serious Mistake '

•COURT HOUSE - Freeholders last week added a $478,700 change to their courthouse renovation project. They unanimously agreed to tear down the Prosecutor's building adjacent to the courthouse and construct a new one that will include the office of Surrogate W. Robert Hentges. The change was recommended by Freeholder James S. Kilpatrick Jr.. who ''is in charge of the project. "I agree," said Freeholder Ralph W. Evans, a builder. "It would be silly not to tear it down for another $33,000." (The county could have renovated the current building for $33,000 less.) "It makes sense," agreed Freeholder-Director William E. Sturm Jr. "IT TOOK an awful long time for us to get to this point." commented Gerald

M. Thornton. "This should have been considered early on." In the meantime, an opponent of the renovation, Surrogate Hentges. released to this newspaper copies of letters he wrote to Edwin Howell of Ocean City, architect on the project, and former Freeholder William R. Wilsey. Both were quoted in last week's newspaper discussing the project at the freeholders' Jan. 28 meeting. Both had questioned the absence of Hentges and Prosecutor John Corino from that meeting. Hentges wrote to both that he had not been advised the project would be discussed nor invited to attend. "As you may be aware," Hentges wrote Howell. "I have written to the freeholders on three occasions indicating that the entire project is a serious mistake as presently conceived. These three letters were written, even though no one has ever asked my opinion about the project. "MY OPINION." wrote

Hentges to Howell, "is that it is a mistake to take a warehouse at the airport and convert it into four courtrooms. It should be relatively easy to rent a warehouse, but to whom are i we going to rent four court- £, rooms after we move back to the courthouse? "Further," he continued, "I now understand that the projected cost for the move to the airport, purchase of smaller office equipment, building courtrooms, renting modular trailers, and so on. is now estimated at $600,000. That money would be better used constructing a new courthouse. ' Additionally," he concluded. "we both know that the initial drawings have been changed several times. I can readily anticipate numerous change orders by contractors when the 'gutting' and reconstruction of the existing courthouse begins. In my opinion, and I do know something about construction, no bidder can adequately anticipate what he is going to run into dur- & ing reconstruction." a
