Council Sets Special Meet AVALON — Borough Council will hold a special budget hearing today, Feb. 19. at 9:00 a.m. in Borough Hall Council and department heads will go over operating expenses by line items and the capital budget. Council also is slated to appoint John Walker of Ocean City as borough engineer, replacing Alvin Herman, who resigned. Another meeting will be held Friday, Feb. 21 if necessary. Formal action may be taken. Thrash Earns Army Medal NORTH CAPE MAY - Army Spec. 4 Paul J. Thrash, son of James C. and Barbara A. Thrash of this community, has been awarded the Good Conduct Medal in West Germany. The award was presented for exemplary conduct. Thrash is a personnel specialist with the 1st Personnel Command. i.
