TI1K FIRST two sites are operated by the Volunteer Income Tax Assistance Program, known as VITA, and the others by the Tax Counseling for the Elderly program, known as TCE. Although the major thrust of the VITA and TCE programs is to provide assistance to the low income. handicapped, and, elderly, the tax volunteers will assist any taxpayers with a relatively simple tax

return, including the Form 104OES, Form 1049A and 1040 with Schedules A and B and other commonly used tax forms. The VITA program of the IRS has been in existence since 1967. The Tax Counseling for the Elderly program came into being in 1979 to handle the special needs of the elderly community.
