'Schoolhouse' Gets Dry-Line Approval

The firm includes Avalon Realtor Thomas Repici. attorney Fred Schmidt. Rose Johnson. James Pickering and Nancy Hovik. It is scheduled to appear before the Middle Township Planning Board this week with a proposal to split four existing 50-bv-200-foot loft in half. Last week, the township Sewage Commission granted conditional dry-line connections to five of the lots Two others have existing sewage and. because of an error on its application. Schoolhouse was asked to re-apply for the remaining lot. FINAL PERMISSION de pends on Planning Board approval and the township's hooking up to the county Municipal Utilities Authority (MUA) Seven Mile Beach/Middle Region sewage treatment plant, which should be completed by June 1987 "We're working on a policy that will set a fee for dry-line connections." said Chairman Albert Karaso. "We need revenue to operate the district and you. in effect, are reserving capacity. "The fee will probably be
retroactive and will effect ' these properties." he added. "The applicant agrees to that condition." said Schmidt, acting as attorney and applicant. The applicants must obtain a Planning Board variance to subdivide one lot with a 2 Vi story duplex on it Schoolhouse's application stated that it owns the lot. ACCORDING TO the ap plicants. Schoolhouse owned the lot when the application was filled out. Later, the lot was sold, and Schoolhouse reached an agreement with the owner to reconvey a portion of the property if subdivision approval is granted. Solicitor Carmen Alvarez instructed the applicants to re apply for a connection to the lot {hat will be created. Schmidt asked the commission for conditional approval. and said the commission will receive proof of the use agreement with the owner. "That way we won't have to come back and use up more of your time." Schmidt said. "Don't worry, we've got plenty of time," Alvarez said. THE APPLICATION for that lot was tabled to the March 18 meeting. The commission agreed not to charge Schoolhouse another ; $100 application fee. The applicants are expected to go before the Planning Board tomorrow. Feb 27 for subdivision approval. A previous application to the board was withdrawn. In other action, the commission tabled approval of the Courthouse Convalescent Center's controversial tertiary sewage treatment facilitv.

DeVicdsaid The commissioners questioned the discrepancy between the 8.000 GPD design permit and the 12,000 GPD discharge permit and the lack of an extension permit KAREN BAYER, administrator at the center, was present to tape the meeting, but said a representative of Hospieomm. the homes builder, could not at tend due to an "emergency." Her tape was sent to Hospieomm partner Benjamin Miller in Philadelphia. Miller said his group will ask for the commission's questions in writing, and said the commission received the necessary paperwork. The issue is expected to be resolved at the March meeting. MEANWHILE. the center's facility is legallyoperating and discharging effluent into subsurface disposal beds, according to Klenk. According to Stone Harbor Construction Official Herbert L. Hornsby. the plant has a licensed oper ator and is "working fine." Chairman Karaso and Solicitor Alvarez abstained from the Hospieomm portion of the meeting because they are active in the Court House Neighborhood Association. the group that initially opposed the facility for environmental reasons The 120-bed home had its grand opening Jan. 12 and. as of last Friday, has 25 residents.

LOCAL APPROVAL is just a formality, according to George Klenk of the state Department of Environmental Protection (DEP>. Klenk said the facility has received DEP permits for design of a 12.000 GPD facility, a 12.000 GPD discharge permit and a permit for a sewer extension.
