Sachs Suggests Changes In Fishing Loan Policies

Sachs Jr. has recommended freeholders make the decisions on lending from the county's Low Interest Loan Program for Commercial Fisherman. He called this "an effort to separate this program from the Industrial Development Commission and place fiscal responsibility with the freeholders." Currently the loan is initiated through the Department of Development and examined by the commisi sion's loan selection comI mittee whose recommen- \ dations go to the commis- | sion. Three commission I members serve on the sixj person committee. I DURING THE DISCUSSION. it was revealed that the county has taken over financial administration of the program from First National Bank of Toms River, which was doing that job for a fee. Sachs also said he'd like a "policy decision" from the county, or the state, on
whether the program was limited to •small" fishermen, and "how to define 'small'? "Can we actively, discriminate against a large fishing operation?" asked Sachs. THE PROGRAM is operated with a $500,000 grant from the federal Small Cities Community Block Grant Program administered by the state Department of Community Affairs. The first $500,000 has been loaned and additional money is becoming available through loan payments.^chs said. Loans-^rft limited to $50,000. with $100,000 available in some cases, for a period of three to seven years at an interest rate currently about 7 percent. PROGRAM GOAL is to create or retain low- or moderate-income jobs. The borrowers also must "leverage" some private funds. Sachs also asked for "a policy decision" on whether party boats could be included in the program. And he said he also questioned whether the program could make "loans or grants" to be used "for research and consultations to benefit the fishing industries." As of March 1. the program. funded in 1984. has made 16 loans. Sachs said, and about a half-dozen are at least one month in ar-
rears on their payments. When he took his job last October, he said, "rents were in arrears $30,000 to $40,000. That is down to less than $2,000. "They will remain up to date or we will have a new tenant." Sachs concluded.
