County Agrees to Help Train Summer Police

COURT HOUSE - Freeholders last week decided to spend as much as $50,000 to provide summer police training required by the State Police Training Commission. They agreed with a delegation of law enforcement officials, which apologized for "asking you to open up your pocketbooks," that a full-time coordinator on the county payroll was preferable to each community trying to do the job itself. The delegation included county Prosecutor John Corino his chief of Detectives. William B. Matthews Sr., Sea Isle City Police Capt. Phil Muller, who heads the police training -committee; and Wildwood ''Police Chief Ralph Sheets, who heads the county chiefs' association. THEY SAID about 285 special police are hired in the summer, primarily in resort communities, compared to 280 regular f uptime police. And the^ said the new law. which local legislators are trying to delay, "... has a lot of merit. You can't put a boy out there to do a man's job." Even if efforts to postpone the law to October are successful, Corino said, "that doesn't solve our problem. We need to put somebody on board as a director, and we need a secretary staff, equipment. "It's impossible for each local municipality to handle this on their own," he said. THE OFFICIALS said the special police would require six to eight weeks of training, and agreed the local communities probably would have to pay some of the costs for the trainess to come here for it since most are noncounty residents. "I suggest you go into the local high schools," said Freeholder Gerald M. Thornton. "This could be the beginning of a career for them, quality summer employment and the foundation for a future career.

"They try to do that," said Matthews. "They like to have enough local people; it's less (raining pressure. "I DON'T THINK we can get 200 to 300 people," said Shields, "but that would be ideal." "That's why we need a local director,'" said Sheets. "The local (people) could work days and go (to class) at night." Matthews said an "accelerated program, day and night, weekends," would be necessary to get college students who arrive here in April or May trained in time to be effective. In return, the students get college credits, the officials explained. "IT'S INEVITABLE." said Freeholder James S. Kilpatrick Jr. "We have to face this and assume the responsibility." Kilpatrick suggested several potential locations for the training including the vo-tech school and in particularly its unused eight-room motel. "No longer can the municipalities put a man out on the street with a gun. If his work is the same as a regular policeman he has to be trained, ' said Matthews. "There are as many lawyers in the state as police," he added, "so you have to be careful or you'll be sued." "These special officers are out there to protect the public," agreed Kilpatrick. "If they're improperly trained, there could be an injury or death." FREEHOLDERDIRECTOR William W. E Sturm Jr.. pointing out that . a request for an expanded fire marshal's office "is still out there," suggested that the new position possibly could serve both purposes with a title of Director of Public Safety I Training. "The public must understand that these are expensive pieces of legislation," said Sturm. "The day is gone when there is a waiting list to join these

(volunteer) groups. You used to have to wait two years to get on (a volunteer fire department or rescue squad). Somewhere down the road you'll not have volunteers." Woodman, Spare That Park Tree DEL HAVEN - Persons cutting trees for firewood on the grounds of Cape May County Park South in the vicinity of the soccer fields may face prosecution if apprehended, according to Leon Fulginiti, director of Cape May County Parks. Fulginiti said the Middle Township police have been alerted to and will be patrolling the area. Signs are also being posted to warn that woodnappers face prosecution. Anyone aware of treecutting activity in the park is asked to call the Middle Township Police Department, 465-7803, or the Cape May County Park. 465-5271.
