Terrorism Bill Going To House WASHINGTON. D C. - The House Subcommittee on Crime has approved legislation sponsored by Congressman Bill Hughes <DNJ> which will strengthen the United States' ability to respond to terrorist attacks against Americans. Hughes, who chairs the Crime Subcommittee, said the legislation should go a long way in helping to deter the international threat of terrorism. Hughes pointed out that Congress enacted legislation which he authored two years ago. which gave the United States' government authority to prosecute terrorists in instances where Americans are taken hostage outside the U.S. HE SAID the legislation which just passed the Crime Subcommittee would expand that law by providing clear authority for the U.S. to prosecute terrorists in all instances, including murder and manslaughter In addition. Hughes said, the legislation authorizes a new category of funding to develop ways to help state and local governments which have deepwater ports or other strategic assets protect themselves against terrorist attacks. Finally, he said, the legislation requests the president to study the use of explosives in terrorist acts, and requests that an international convention on terrorism be arranged.
