Ihe Cape-Atlantic Soil Conservation District and one of the two county agricultural agents of the Cooperative Extension Service. none of whom were named last Tuesday Those three representatives will have no voting power, but will work closely with j the Agriculture Board. Expected to represent those agencies are: county Planning Director Elwood L . Jammer, county Agriculture Agent Larry E Newbold. and CapeAtlantic {Soil Conservation District Manager Dominick Cassetta. Jr T h e[ R i g h I to Farm/Agriculture Retention Acts, signed by Gov Thomas Kean on Jan. 26. 19K3. enabled formation of the board and set criteria for it It must consist of seven appointed county residents, all voting members At least four of the seven must be active farmers and three of the (our must own at least a portion of the land being farmed The remaining three can come from the general public, but should have an interest in the objectives of farmland preservation Farmland preservation can be Achieved through the Farmland Preserva lion Bonjd Act of 1981. It
authorizes $50 million in state money to match local funds to purchase developm^itt^Rsements and fund up to 50 percent of the cost of conservation projects. A development easement is a guarantee that a farmer's land will be used exclusively for agriculture in perpetuity. The farmer is paid a sum of money, reached by an appraisal of the farmland, which can be used to pay off loans, invest. or for operating expenses. The farmer still owns the land, but he can only use it for agriculture. The long-term effect, according to Brown, will be more land available for young farmers to get established, l^and values, based on agricultural worlh. are much more affordable than those based on development potential, he said. 0
