Landfill Closure Fund Plan Pushed

PRINCETON - Solid waste officials from 12 of New Jersey's 12 counties have agreed to submit draft legislation to the Legislature that would create a Landfill Closure

Assistance Program to provide $125 million in grants and loans. The money would be available to local governments and to private landfill owners/operators for investigation, monitoring, closure and long-term care of previously terminated but uncapped closed landfills throughout the state. "WHILE THE state mandates the creation of lined, environmentally sound landfills throughout New Jersey," said William F.X. Band, chairman of the Cape May County Municipal Utilities Authority, "it has seemingly turned a blind eye to this old business on our environmental agenda." Band, a prime mover for the creation of air assistance fund, said the open landfills, even though they no longer are receiving waste, "continue to threaten our vital groundwater resources and the health and welfare of the citizens of New Jersey." THIS WAS the second statewide conference of landfill closures sponsored by the Cape May County ^ MUA designed to garner support for the implemen tation of a Landfill Closure Assistance Program. Citing the high costs of properly closing landfills. George Marinakis. ecutive director of the MUA, said that solid waste officials are of the opinion that the state must provide assistance. "WE BELIEVE." Marinakis said, "that the state must play an active role in helping both public and private landfill owners to find the means to close these facilities before the impact of remaining open becomes a crisis that demands its own resolution.
