Computer Crime Bill Given OK WASHINGTON, D.C. - The House Judiciary Committee has unanimously approved legislation sponsored by Congressman Bill Hughes (D-NJ) aimed at broadening the federal laws against computer crime. Hughes said the new legislation is needed to help the law enforcement community keep pace with one of the fastest growing areas of crime — the illegal entry into computerized data files. Highes pointed out that industry and government have to work together to prevent computer-related crimes, which often threaten people's privacy, cost business and industry millions of dollars a year, and even jeopardize national security. TO THAT END. he said, the new legislation would . establish three new categories of criminal misconduct involving computers which will be subject to federal jurisdiction. Tliey woudl: — make it a five-year felony offense for anyone to knowingly trespass into "federal interest computers" for the purpose of obtaining anything of value or with the intent to defraud, — make it a felony to maliciously trespass into a federal interest computer and cause more than $1,000 in damages; and — establish a new . category of middemeanors involving the use of "pirate bulletin boards," which are used by hackers to display passwords to computers. Hughes noted that "federal interest computers" are defined under the legislation as those owned by the federal government. bank computers, and computers in different states where the illegal entry takes place interstate. The congressman said he is hopeful that the full House will consider and pass the computer crime bill within the next few weeks.
