By SKIP GLADUE Over 250 awards were presented during the Annual Awards Assembly at theJStone Harbor Elementary School last Thursday night. The program was preceded by the Annual Art Show, with Maureen McNulty judged best of show, and followed by a program of Broadway music presented by the Chorus, directed by Gail Rodger. Perfect attendance awards were earned by Joey Filachek, Scott Fisher and Sabrina Anderson. Sixth grader Rachel Girgan set a new school record in the 600-yard dash with 2 minutes, four seconds. THE FLOATING HOME, named "Eive Alive" by its owner, Bradley Allen of Newark, Del., was being towed from Avalon Pointe Marina on Old Avalon Boulevard Middle Township, to Mariner's Cove Marina on the Margate-Northfield Boulevard in Egg Harbor Township. It is the first of five homes that must eventually leave the Avalon marina, whose former owner, John Darling, was a floating home dealer "I guess the owner of the marina in Avalon is happy to get rid of them," said Caludia Connelly, who works at Mariner's Cove. AVALON POINTE'S new owner, Francis "Chick" Cerchiaro, who bought the marina in July 1965, preferred not to comment on the floating homes because he is still involved in litigation with their owners. He did say, "You might be seeing another one in the next week or so" heading for Mariner's Cove. According to Connelly, three of the four remaining floating homes will soon be towed from Avalon to Mariner's Cove, whose owner, John B. Best, first introduced floating homes to the area in 1979. "It's like a mother chick gathering all the babies again." said Best. THE "FIVE ALIVE" floating home and . the three others will be coming, home to roost with the 44 floating homes already docked at Mariner's Cove, a houseboat and floating home community. What differs a floating home from a houseboat is that most floating homes have no engines or navigational equipment. Dwarfing their houseboat neighbors, floating homes look more like a bayfront house, that accidentally slipped into the water, than a boat "It's a regular house; that's what it is," said Sandra Clinger. who works at Avalon Pointe Marina. And it was their likeness to standard, land-based housing that first raised questions about floating homes like: • WHAT AGENCIES would regulate them and provide them with police and fire protection. • What taxes their homes should pay. • What pollution hazards they might cause. Since Best started building floating homes in 1979, they have caused much controversy and many court battles at all levels of government. "We've had litigation with federal courts." Best said. "We fianally settled with Egg Harbor Township." Best said he also recently settled with the state Department of Environmental Protection (DEP). In January 1986, the state DEP ruled no new floating homes could be built without engines or navigational equipment. Best is out of the floating home-building business, but those Best already built, which Connelly estimates at close to 100, are exempt and so have special status.

TRENTON - Four county municipalities could retain $118,625 in state aid under legislation that restores $30 million to a municipal aid program that Gov. Thomas Kean cut from the proposed budget. The bill was unanimouslyapproved by the Senate June 2 and now goes before the Assembly and the governor. If approved, the following towns would receive assistance: Cape May. $8,068; Lower Township, $53,614; West Cape May, $3,415; Woodbine, $53,528. NCM Man Indicted VILLAS — County grand jurors last week indicted Charles Burket, 40, of Whittier Avenue, North Cape May, for trying to assault Lower Township Patrolman Robert Hartman with a vehicle around 1 a.m. April 27 at Millman Boulevard and Maryland Avenue here. Listed in stable condition at Burdette Tomlin Memorial Hospital, Burket was indicted for aggravated assault and resisting arrest. He also faces drug, drunk driving and traffic violation charges in municipal court. Fire Destroys Bus Offices RIO GRANDE - Pedroni Fuel Co. truck driver Corradino Trovarelli of Vineland was treated and released from Burdette Tomlin Memorial Hospital Monday morning after being burned in a fire that destroyed the Adventure Trails offices and maintenance garage on Railroad Avenue. About a dozen employes escaped safely. Some 50 firefighters fought the blaze, which apparently started when tanks Trovarelli was filling behind the building overflowed into the garage. One bus was destroyed; another damaged.
