Mason Claims Matalucci Linked to Banner Fight

by JACK SMYTH ERMA — Thurman Mason, president of an advertising banner towing company who has been denied a lease to continue operating out of Cape May County Airport, charged this week that former GOP County Chairman and County Treasurer Phil Matalucci is behind his problems. Matalucci, in turn, denied the accusation, and threatened to sue Mason. "This whole matter has nothing to do with safety considerations, and everything to do with graft and political corruption of the highest order," said Mason, president of Astro Aerial Advertising, of Blackwood. "I KNOW MY COMPETITOR. Paramount Air Service, has had on-going business relationships with Mr. Matalucci for many, many years, and I'm asking the question, who is it in the county who has the power to make the County Board of Freeholders disregard the Federal Aviation Administration?" asked Mason. Mason said that night clubs Matalucci, an Avalon businessman owns, have advertised with Paramount Air Service. "So what's that go to do with it?" asked Matalucci when contacted about the accusation. "I don't know this man (Mason), and I have nothing to do with the airport. That's Freeholder (Herbert C) Frederick's department." MATALUCCI SAID "it's just astonishing that my name is brought into it. But that's one of the things you get blamed for. for being Republican chairman." If Mason has something on which to base the charge. Matalucci said, "he should go to the county prosecutor. "If he mentions my name one more time. I'm going to end up suing him." Matalucci said. Despite his failure to ob-

tain a lease, Mason continues to fly banners out of the airport under a courtissued restraining order. MASON S REFERENCE to the Federal Aviation Administration (FAA) has to do with the agency warning the freeholders that unless they reach an accomodation with the banner tower, the county could forfeit federal funds the airport receives. Banner towing, according to the FAA, is an accepted aeronautical activity. Freeholder Frederick has said the failure to renew Mason's lease is based on reports of nearaccidents at the airport involving Mason's planes. FREDERICK SAID the action is aimed at enforcing FAA safety regulations, and he has been critical of the FAA for supporting Mason. Mason has rebutted Frederick's allegations by citing a letter he received from the state Division of Aeronautics advising him that no complaints have been filed with the agency about the banner company. Disturbed about the charges, Mason said he has directed his lawyer, Richard Lloret, to subpaena copies of all the leases at the airport for the past 10 years together with information on federal grants to the flying field. "WE ARE PREPARING new. formal complaints to the FAA. and we are calling for a full auditing of the grants to see where the monies went and how they were spent," said Mason. Mason said he has also asked U. S. Sen. Williams Bradley (D-NJ). and U. S. Rep William J. Hughes (D-2d Dist) to investigate state licensing procedures for banner towing companies. Frederick last week released a copy of a letter from R. W Myers, acting manager of the FAA's Flight Standards District Office in Philadelphia to all

banner towers under his jurisdiction. IN THE LETTER. Myers pointed out that many banner towers have been violating an FAA requirement that picking up and dropping banners must be done at least 500 feet from any runway. "That reinforces our position," said Frederick. He also pointed out that since there is no traffic control tower at the airport, all runways are considered active. Mason contends there are still areas at the airport that are beyond the 500-foot restriction. He said the section he has been using was designated by Ed Kotz, director of security at the field. "MYERS' LETTER was sent out as a matter of policy to all towers," Mason said. Mason said Myers told him that he had received a list of complaints from the freeholders with a view toward investigating them. "Myers told me Friday that he sent them back to New York because there was nothing for him to investigate," said Mason. "How can he investigate third parties that aren't identified?" Contacted by phone, Myers confirmed he had sent the complaints back because they were "incomplete." Myers said that while he worked at the county airport years ago, he couldn't confirm or deny Mason's claims about distance from runways. "I haven't been there in 30 years," said Myers. "I can't say what it's like now."
