By JOE ZELNIK MARMORA - "I doh't want to stop progress," said John Frame, "but I don't want to pay for it, either." Frame and his wife, Frances, of 2 Stagecoach Road came to last week's freeholder meeting to learn whether their home lies in the path of the county's Roosevelt Boulevard project. The county intends next year to extend Roosevelt ( Route 623) westward to intersect with Tuckahoe Road, thus eliminating the need to use Route 9. "a big bottleneck," according to county Engineer Neil O. Clarke. FRAME SAID THE COUNTY has offered him $56,000 for the threebedrrom, two-bath home, "but here's no way I can replace it for $56,000 I was willing take $72,000. Since then, prices went from the 70s to 85 to over $100,000 in upper. Now a lot runs $45,000. "If I can't get replacement value." said Frame, "I wish the county would go around it." cil Harry A. Delventhal Jr. said one problem was that it's not certain the road will go through the Frame property. CLARKE SAID the engineering firm of Walker, Previti and Holmes of Ocean City "has until fall. They're not at a point to say yes or no." The firm did not return this newspaper's phone calls. "That impacts on negotiations with Mr. Frame," said Delventhal. "We discussed moving the existing home onto other ground owned by the county. I was told the engineering firm is incapable of telling me whether they need to take the home or just a portion of the lot. "THEY'VE BEEN SURVEYING around my house for a year," said Frame, "and I was told a road will be built through my home. The county acquired the home across the street through eminnent domain, and swapped with Wendy's. I am the only one living in the way of that road. It went around a cemetery. You have more
respect for dead people than me. I'm sick; my wife is sick. We both planned to retire there. What's the board going to do?" The county will be as fair with you as we possibly can," said FreeholderDirector William E. Sturm Jr. "We are not out to harm you." "I'm sitting on a time bomb," said Frame. CLARKE TOLD STURN it would be "a couple weeks" before the engineering firm design is final. Clarke told this newspaper there is $400,000 of state money for the project, which may cost a little more than that. He said the county did take one property "through condemnation" and "swapped a portion of the parcel we acquired in the condemnation for a portion of Wendy's property. "They gave us the right rear corner," said Clarke, "and we gave them to the rear. "Mr. Frame will get fair value," said Clarke. "He'll be offered fair market value."
