CARA Backs Changing Sex Law COURT HOUSE - The Coalition Against Rape and Abuse, Inc. is encouraging everyone to write State Senator Edward T. O'Connors Jr., Senate Judiciary Committee, 1662 Kennedy Blvd., Jersey City, 07305, requesting him to release S2147. This bill would provide that in prosecution for sexual offenses, the date of the alleged crime shall not be considered an element of the offense if the victim is unable to specify that date due to age, mental defect or mental incapacity. CHILDREN HAVE no need to relate to the time of day or date as they are not appointment orientated, proponents point out. Tims is not as important in a child's world as in an adult's world, they say. Therefore, children of sex crimes rarely can remember such points of detail as the date, says CARA, and some are even to young to know what date it is. Present law, maintain its critics, protects the perpetrator.
