Drug Plan Expansion Aid Sought WASHINGTON, D.C. - Congressman Bill Hughes (D-NJ) has called for a major expansion of the federal program to treat and monitor federal convicts who have drug abuse problems. Hughes said the additional assistance is needed to help protect society from a growing crime wave caused by federal offenders who are hooked on drugs, but unable to secure proper treatment for their problem. He added that additional funding is needed to help compensate for the administration's budget cuts in recent years, which have seriously undermined the federal drug dependent offenders program and other anti-drug programs. THE CONGRESSMAN made comments during a hearing of the House Subcommittee on Crime, which he chairs, which was called to examine the drug abuse treatment and monitoring program operated by the federal court system. During the hearing. Hughes pointed out that more and more convicts coming into the federal justice system are known to have substance abuse problems — a trend which is even higher among repeat offenders. He said most are not casual abusers, but people with longstanding drug abuse problems which contribute directly to the high incidence of crimes they commit. •'Studies have demonstrated that drug treatment is vital to reducing the crime associated with drug abuse,'' Hughes said. "This includes both the initial treatment of drug dependent offenders, and continued monitoring after they are released to make sure they are not returning to the use of drugs. Unfortunately, the Administration has substantially cut back oil. the federal funding of drug abuse prevention and treatment services, from the level of $370 million in 1981 to just $40 million in 1986."
