A Noiseless Fourth Steps bave been taken by the City Commi ers of Cape May City to prevent a noisy demonstration on the Fourth of July this year, owing to the war. Notice has been given to all dealers not stock cp with fire-crackers and other shooting material, and the notice carries with it a statement that the sale or use of firearms will not be tolerated for the customary demonstration this

year.

According to press report, the Atlantic City Commissioners this week are taking similar steps, and no doubt other municipalities will fol-

low.

This movement for a safe and sane Fourth was started several years ago, when the number of deaths dne to carlessness in handling firearms were alarmingly on the increase. We have never been able to see the sense an noisy Fourth demonstration. One can show his patriotism just well in a quiet way. and can just zs well celebrate Independence Day. without using nerve-racking and dangerous explosives. To permit the use of firearms this y ear, when every once of powder, and every dollar of available money is needed for pm poses, would be positively criminal. | We look to a universal safe and cue Fourth. A Relic ol Barbarism Is the worid going back to the middle ages f One is sometimes persuaded to believe aoSuch barbarous spectacles as that witnessed in Delaware on Saturday when two colored persons, one a mere boy, were flogged by oScials of that state following & sentence of this kind imposed by a judge whose standards of right and wrong appear to be sadly in need of revision. The boy committed a no more serious ofiense than the theft of a mandolin. Hie offense of the other, while more serious, was certainly not of such a character to warrant the drastic penalty imposed. Small wonder that discontent is ~onicrimes rampant in the land when the news of such prchensible spectacles, as the one referred to, is paraded before the public view. Flogging b a relic of the d-xker ages and should not be countenanced in any law-abiding and enlightened community. The mission of the courts is not to punish, but to protect society. The matter of punishment is safely in the hand* of a higher power than that of man. For the safety of society it b necessary to restrain criminals and to incarcerate them, but the question of punishing them is one that should not be considered.
