What the Chanber Has Done At the request of the Slate Chamber of Commerce, the Cape Mat Cunrty Chamber has submitted a icpcrt on its accomplishments for thc past year. Th •ej.^.t follows: “Perhaps the one great thing that the Cape May County Chamber of Commerce has accomplished in the past teat was the entire elimination of the sliong sectional feeling that existed between the up]«i }>oiiiou and the lower portion of Cape M?) Count) . papers to discontinue the publication of such news of war dangers off the Cape May County Coast, as would cause Philadelphians to think the County resorts were unsafe and open to attack from enemy war-ahips. This action was taken because of the published statement that German submarines were seen a few miles off the coast, causing a great many cottage renters to iudiat-on ‘war clauses' being inserted in their leases for the season.'’

A Better Method

Senator McLean of Connecticut proposes that members of the Cabinet shall have the privilege of attending sessions of Congress and that they shall- have the consequent duty of answering questions regarding executive policy. This is a copy of foreign practice in countries where the Cabinet is a ministerial agent of a parliamentary majority, and it would be of only slight value in this country, where Cabinet officeis are beyond the control of Congress except through the stigmatizing process of i in peachI menL Yet the fundamental idea of Senator McLean’s proposal is a good one—and it can readily be carried into effect by adopting the Weeks-Madden resolution for the establishment j of a joint committee on the conduct of the war.

This, in fact, would be the better method. Such a committee could interrogate a member of the Cabinet and could obtain from iiim the infornution which they, as representatives of Congress, would like to have. They could thin out the wheat from the chaff, of which latter in the case we have cited there would doubtless be a great deal, and they could then lay the facts before Congress without the commotion and distraction which woujd be created by a ministerial

interpellation in either chamber.

The committee, also, could convey to a member ol the Cabinet the views of Congress to much better effect than could the whole body of Congressmen acting in open session, aud the interchange between the legislative and executive branches of the government would be freer aud more helpful under the committee system than under the McLean plan. The latter suggestion is valuable chiefly as indicating that in Congress there is a developing feeling that there should be a closer co-ordination of the two branches of the government and we hope that the McLean resolution will not be burned in committee, but that it will be brought out and debated—to the end that some action may be taken in order to dear the air of the capital of the rumor and suspicion which now assail everyone who goes
