Freeholder J. P. MeKlsaic, of Lower Township, was one of the factors in beating D. Miles Rigor, psuedo Republican County leader, at the Wildwood Crest municipal election last week, when the question of whether or not the Crest should adopt City form of government was pnt up to the voters
