^ Again we can breathe freely. The fear that a year might pass without George L. Record being a candidate for soe has been dissipated. Realizing the suspense under which the people are laboring, Mr. Record has kindly ended it by announcing his candidacy for United States Senator on the Republican ticket. In these days of abnormal conditions and unlooked for situations, it is indeed reassuring to know that some things are stable, some customs unchanged. Not even war times can wean Mr. Record Cwnhis long continued and lamentably unsuccessful pursuit of office. _ However, those who sneer at Mr. Record as a chronic officeseeker do him wrong, says the Newark Call. In this Mr.^Record does not represent himself but h.s exponent of a “cause. Personally he finds running for office distasteful and unprofitable, but as the self-chosen representative of the downtrodden masses he has no alternative. , Back of this is an irresistible urge which forces him to the front as the apostle of progress and uplift, and supplies him annually with a new program of ideas guaranteed to cure all the «nrial and politico^conomic ills of suffering humanity. George ia more than a mere candidate, he is a nyissage incarnate sent to

a stiff-necked and rebellious generation.

UNDER THE BILL OF RIGHTS. What the people of the country are thinking about, and what they want done or left undone, is often very forcefully indicated by the petitions sent to members of Congress and presented by them in open session. The right to petition is one of the guarantees of the constitution, and. in recognition of the importance of that right, the presentation of petitions is made the first order of

boaineas.

A typical example of this form of expression of the public mind may be seen in one day’s record of petitions presented by the duly chosen representatives of the constituents who felt impelled to ask a “redress of grievances.” Whether one approves or disapproves the views taken by the petitioner*, it is worth while to note what the people deem important subjects and what action they think Congress should take. Here are some of the

petitions, briefly summarized:

Evidently the fanners were dissatisfied that the price of what they sell should be limited, while th.- prices of what they buy are

left to free competition.

Senator Jones, of Washington, presented a petition sent to

him by a patriotic league asking tnat the earnings of all aliens in excess of the pay of a private soldier in the aimy shall be confiscated to the'use of the government. This was probably design- :

of aliens whose countries are allied with the United States. Senator McLean, of Connecticut, presented a remonstrance

against the adoption of the so-called Borland minimum 8-hour provision. It should lx* explained that in the government service in Washington the general practice is to begin work at 9 A. M.. take a half hour for lunch at noon and quit at 4.30, making a day of seven hours. Representative Borland wants a minimum day of

8 hours established by law for government clerks. Senator Warren, of Wyoming, presented resolution* adopted

by organizations of miners asking for the establishment of a Department of Mines. At present there u a Bureau of Minas under the Department of the Interior. From a Mioilar organization he presented petitions asking for government control over all in-

dustries of the country.

Representative Dyer, of Missouri, presented resolutions of the Merchants’ Exchange, of St. Louis, protesting against any

increase in the guaranteed price of wheat
