“The City Treasurer asked permission D lay before the public the financial difficulties under which not only Wildwood labors, but also every other municipality in the County, due to laws which unwise solons have tacked upon us. The Journal has reported w eek alter week lor sometime, the making and the discounting of notes by the proper city officials, it was generally understood that the proceeds from these notes were used to meet current expenses. This is not the case. The money realized from these notes 01 recent making, went to pay ott old notes, ana interest on said potes. interest on bonds, etc. in other words, it is a case of continual borrowing necessity, the banks throughout the state, in consequence, ‘reaping thousands and thousands of dollars of profit,’ said Finance Commissioner Ryan. “What a travesty on sense and justice Is it not soon time for the voteis of New Jersey to rise up in their might and swat some of those wise solons on their bold bald pates ? Up to this point, we thought Jersey was pretty well in the front rank of states; but what the City Treasurer said today sounds like legislation of the Middle Ages.” Under the present law, a city borrows or county borrows money at the start of the year, in anticipation of the taxes of that year, which are not paid into the city treasury until the following winter. Thus from year to year notes are carried, and renewed, and interest paid thereon, always in anticipation of taxes that are not due from six to nine months. The item of discounts for the county of Cape May alone, not to speak of its several corporate cities, amounts to many thousands of dollars each year, an item which represents nothing but absolute waste. If a new building is erected, or money is sjient for road repairs, the taxpayers receive value for the money expended, but the discount item on the notes, and their renewals, returns

nothing.

The new Pierson Finance laws will go a long way to correct this e\il (worked to the full limit in this County) but it does not fully eliminate it. If there be a remedy, it should be found and applied—quick. The financial status of several count)' resorts, due to this continued borrowing, is none too sound, and their very salvation lies in some arbitrary law which w juld restrict borrowing to the very lowest point possible. And, besides, these are war times—when every dollar should be made to count.

WAR PROFITEERING TREASON. If the expti.ic of the huge profit.* of the Chicago packing houses, as revealed by (he Federal Trade C'm.mission in only half true, there is no punishment too set ere for the offender*. It was shown by the Trade Commission that the packing trusts of Armour, Swift, Morris, Wilson and Cudahy pocketed in the three years of war a profit of $140,0UU,<M10 as against a pre-war profit, for the same period, of $19,000,000. While these go tiger e arc reveling in their ill-gotten war profits, the consumer gets enough beef for a dollar to feed a school child, and must spend a week’s pay to get sufficient food-etuffs to maintain his family for half that time. The Federal Trade Commission in its statement to the United States Senate says “However delicate a definition is framed for •profiteering' these packers have preyed upon the people u^coosc:-entiou.-Jy.” # Any man, or body of men, who “prey upon the people -- even “uncunacientiously” in these times of stress is a traitor to the cause of democracy, and should be dealt with as severely as the laws will permit.
