The plan was originated in Washington, and is being readily adopted. In Philadelphia- promptly at noon each day, church bells loll and every man within hearing distance doffs his hat, and bows his head in a silent appeal to the Almighty to protect those who have gone forth to fight for the liberation of all peoples. Women stead still in the streets during the prayer-minute, and even the little children turn their eyes and hearts heaven-ward to breathe a prayer for their loved ones. Ocean City has adopted the plan, and many other New Jersey towns are following. Last week Lambertville put the plan into
effect.
One of tjje blessings of this great war :hat will in a measure compensate for the awfulness of it all, is the closer relationship between God jmd man that it is bringing about We in America, particularly, have been so busy with our daily affairs that we have been_Overlooking things spiritual, and were drifting farther and farther away from God and prayer. The war has changed thus Men, hardened and practical, whose business affairs are large, and whose influence is great, are coming to realize that in prayer lies a true solution of the complex problems of the day. Let the church bells in every town in Cape May County toll at noon each day ; let a united Cape May County offer a minute’s prayer every day for the boys—our boys—who are facing the supreme test "over there.” . And the time to start is NOW.

PENALIZING THRIFT. From four to twelve per cent on earned incomes and sixteen per cent on unearned incomes is said to be the plan of Chairman Kitchin in drafting the new revenue law. A comparison with the British scheme of taxing incomes will show that Mr. Kitchin is far more lenient than Bonar Law. Jn this country the earned and unearned income of $5,000 is taxed the same. In England the earned Income of that amount pays $750, ana the unearned pays $9:57. In the larger incomes the difference is even more marked. With us, an earned income of $100,000 pays $21,787.50; in England it pays $30,000. A British unearned income of that sam pays $47,187.50; with us it pays only $16,220. Yet this discrimination against thrift and industry Mr. Kitchin plans to perpetuate.
