GENERAL CURTAILMENT ORDERED. Following close on the order of the war board to all newspapers to discontinue free and exchange copies, new specific regulations have been issued for the weekly newspapers, which are more drastic even than those previously issued. J Publishers of weekly newspapers are now required to make a sworn statement of the actual amount of white paper used, and to affect a reduction of at least fifteen per cent in the use of white paper, either by cutting down the size of the newspaper, or by a reduction in the circulation. The following excerpts are taken from the new War Board recommendations, as promulgated at the recent session : An increase in the subscription price of the paper, especially where the price is less than $2 a year. The discontinuance of all subscriptions that are not renewed and paid in advance at the time the subscriptions expire. The elimination of all free copies except one to each advertiser. The elimination of all exchanges except where the papers received in exchange are absolutely essential to the conduct of the paper. The discontinuance of the practice of conducting subscription contests or clubbing arrangements when the weekly paper does not receive approximately full subscription price. Publishers of weekly newspapers will be supplied by the war industries board with blanks for the purpose of repur'ing the amount of paper used by them each month from September 1. 1S17, to September 1, 1918. The statements made by the publishers will be iu the form of sworn affidavits and each month for the next 12 they will be required to make a sworn statement showing the amount of paper consumed during that month, and it is expected that this amount will be 15 per cent less than that used during the same month of the previous year. Publishers who have stock on hand will not be allowed to use it in larger ration than those who must buy from month to month. Failure to m^ke accurate reports, or failure to make reductions will result iu either mills or jobbers being required to shut off the supply of paper to the offending publisher. The requirements are made to save fuel iu operating the paper-

making factories.

The fuel allowed the manufacturers has been so reduced that the amount of pa|K-r made will be much less than formerly, and to prevent an absolute failure to obtain needed supplies on the part of some publishers, they will Ik- rationed in much the same manner as the Food control limits mi gar. While the big daily papers will be required to reduce the number of pages, it has been decided that publications of not more than eight pages should not be required to make a reduction in number of pages although they will eb obliged either to i ->uc fewer copies or to resort to smaller pages to meet the 15 per cent reduction provided for.
