Ah More Percentage Work, Perhaps A resolution passed by the County Board of Freeholders on Tuesday will do away forever more with letting out “emergency- 1 work to a favored contractor at cost, plus 15 per cent The plan has been in many cases to wait until work was absolutely necessary on a count>- road or bridge, then declare the work emergency work to be done at once to safeguard travel, and, of course, give the work to the contractor liked best by the Freeholder in whose district the work was to be done. Freeholder Joseph Camp was responsible for the ending of this, when he shot throogh the following resolution at the close of Tuesday's meeting, when the Freeholders were hot, tired and anxious to get home : " “£* It Resolz>ed, That hereafter no work shall be dime the County Roads or Bridges, except by contract, unless it be done under the immediate supervision of a member of the Board of Freeholders, or someone appointed by him, who shall receive the per diem wage allowed the members of the Board
of Freeholdeis.”
Of course the stoppage of this percentage work, if it can be stopped by this resolution, is a splendid thing. When work is done on this basis there is always a strong inclination, as has been proven on the many government contracts, to pay the highest prices for material and labor, so that the contractor receives greater gain. Under this plan the more money paid out, the more money the contractor gets ; whereas when work is given by bid, the exact reverse
condition obtains.
But Mr. Camp's resolution is only a resolution : now it is in force, and presently it can ana may be rescinded But while it lasts it will be a good thing for the tax-paying public

The Recall Election At Sea Isle City petitiors were circulated last week for the fixing of a date for a recall e’ectiop. In May, 1918, Mayor Cronecker suited for Philadelphia by train, and that is the last ever seen or beard of him, although the police of every city in the United SUtes were called upon to help locate him, aud newspapers all over the countrj*gavc wide publicity to his disappearance. Sea Isle has wearied of doing witbont a mayor, but whether to declare the office vacant or hold an election to recall him and elect some one to fill his place h»s been a legal question up to the lawyers. It has been decidi.. that, under the commission form of government, the latter procedure will be safest Sea Isle has proven that a city can exist, for a while at least without a mayor. Mr. Cronecker was a lawyer and had an office in Camden. It was reported last fall that he had been seen in Mary land, but it has been decided that it was a case of misUken identitv —Elmer (jV. J.) Herculean Tasks In the next few months the members of the American Congress will be dealing with the most difficult business problems ever presented foi the consideration of a legislative body. First and of most pressing importance, is the railroad problem, made needlessly difficult by administration muddling. The return of the wires will be earier, but also made difficult by the Burleson mismanagement. In addition to these subjects, there will be need of a merchant marine po icy, with provision for further construction, operation, creation of a business-building organization, and encouragement of private initiative. I here will be modification of the internal revenue taxes, some imjxirt duties, a scaling down of goverumeut expenditures, adoption of a budget system, aud other matters of perhaps equal importance. The tiien who aic now undertaking the great task of reconstruction should have not only the syni|iath> but the co-operation of every citizen who can make a constructive
suggestion.
