• Whirligigs It must make the brain of the average Democrat reel frequently as he witnesses the sudden changes of mind of his party leaders. Mr. Wilson changes his mind so often and so quickly that, as a Republican Senator recently put it, be is like the boy with the patched pauts who could spin on one foot so rapidly one could not tdl whether the patch was in front or back. In his last message he speaks of the necessity of a protection on certain infant industries, although but a short time ago he was a pronounced free trader. In the same message he says: Least of all should we depart from the policy adopted in the tariff act of 1913, of permitting the free entry of raw materials needed to supplement and enrich our own abundant supplies.” By this statement i^r. Wilson displays his utter ignorance of the tariff bill he signed, for that fr not the policy of the tariff act of 1913- Quite the contrary, the Wilson-Underwood aci lays a duty on a great ■•many raw materials which are not even produced in this country, which the manufacturers using those materials must pay, while the duties on his manufactured products were grievously reduced by the Act of I9 I 3This recalls Mr. Wilson’s statement when he signed the present tariff law on the 4O1 of October, 1913: “I chose 9 o’clock on the advice cf the Attorney General in order that the bill might be signed after business transactions everywhere, including' San Francisco, had closed for the day." If he had permitted his gaze to wander one inch above the place reserved for his signature he would have read : “that, unless herein otherwise especially provided, this act shall take effect the day following its passage." Following Mr. Wilson’s recent change of mind on the tariff, Vice-President Marshall recently declared in an address before the American Cotton Manufacturers’ Association: “Time was when, theoretically, I was a tariff for revenue Democrat, practically a free trader, but every principle known to economic man has been jostled out of position by the war, and I find myself very much ir. hope that the tariff commission, while refraining from giving bonuses for service unperformed by the manufacturers of this country, will take care to see that they have an even start in the race for the commercial supremacy of the world.” Now we may expect Secretary Red- • field to say something to the same effect They all sneeze when

The opeuing of the pier theatre on Friday evening was attended by a large crowd. Judging from tbe ebaraefbr oi the pictures shown the past week, and the mechanical production of (hem, it is evident that the management ini entertain tbe patrons with the beat and latest pictures he can obtain. The entrance to tbe auditorium bae been reconstructed since last snmmer, and is very attractive and harmonises with tbe general scheme of tbe pier.
