WILL NOT APPROVE PAVING OF LANDIS AVENUE Considerable adverse comment has been beard to the work of Uie contractor in re-surfacing Landis Avenue, r>ea Isle City, and a petition was put into circulation this week calling for a protest from the City Commissioners. This proved to be unnecessary, bowever, as County Engineer Rice on Monday declared tiiat be would poa.tivelv noi approve the work until next summer. when the warm weather will decide whether or not the paving is satisfaotorv. The work is being done by Contractor Sutton, of Ocean City, ail'*, will be paid for by the County at a cost of $18,000. The specifications call for the asphalt sarfsce to be applied in warm weather, and the contractor baa proceeded, despite this, to place the taal ing on the street di ring cold, blustry day*, and ae a result the asphalt hardened before the top pressing of slag could be appli'-d in many instances.

The special election which will decide whether or not Sea Isle City will own Its utilities will take place next Tuesday. November 30tn. and from present Indications the decision of the rs will be overwhelmingly on all three questions, will involve the purchase of the gas. water electric fight plants. During the past few weeks, while the matter of the purchase has been before the voters, the question olten asked, "will the operation of the plants pay the city or will It provi additional burden on the taxpayers”, and In answer to that question the TIMES has procured the following figures. which are taken from the report of the water and electric light companies on the occasion of the application for an Increase In rates, which was granted this spring. Total $33,486.39 The Public Utility Commissio.-i allowed the valuation of the plant to bc placed at $40,000 as a basis for establishing a new rate for consumers. No report was made of the money used to extend the company's line to South Seaville and Dennisvllle, which extension was made over a period of two years, and was presumably charged as operating expense. Water Company. Id the case of the Water Company the Public Utility Cotnmlg.don did not go into the matter of the fairness of the appraised valuation of the plant. T1 company's figures are as follows: G- icome. year 1919 $9,688.70 C. ’ expense 7.48U.0U y. $2,108 70 In the operating expense was figures $1460 for administration expense which included the salary of tin- President and the Secretary. The valuation ot the plant was given at $60,372.47. Of this amount $6,863.00 was figured as the value of the company's real estate, and this one item was reduced by the Commission by $5,000, the claim being that the valuation was excessive. Gas Company. No recent figures are available as to the income or expense of the gas company, but one who has been on the grouad and knows the gas situa-

tion Is tier than anyone else, and Whose i anie is withheld by request, made tie following statement last

week:

"The g: s plant could be operated a: a profit 1 ithout a doubt if tb>- supple of steam came from a central plant such as the electric company. This would e ini Inale a fireman entirely, and one . as maker could make all the gas the < lty could use. even in the height of h<- season. During the winter only s few hours' work would b> reqi'Lcd. while In the snmmer. with the of a i.ydraulic lift for the coal lo the generator, ^nc m-.i could make all the jtus needed In an ordinan working day." The gas plant was bought by the present company for slightly ovet $4000. last year. The Coat of Purchase. Accepting the appraMed valuation of the companies, the total cost of .ill, three plants to the city would be not more than $125,000. and the purebastwould be financed with 6',, bonds, over a term of from twenty to thirty

years.

By effecting Uie econtmies of consolidation of three plants with but on> overhead: eliminating all "administration exiiense” and placing this worl in the bands of producers, the revenue of the three utilities, even If there would be no increase in the gross business done for the next thirty years, analysis of figures show that the plants would still pay the sinkiag fund and interest charges on the Indebtedness. The Advantages. A few of the advantages that have been brought to light on municipal 'ownership in Interviews published in the past four weeks are as follows All-day electric current. Steady, year-round reliable gas s One office for all three plants, wi but one operation required on the part uttagers to have service turned in the spring and off in the fall, and ae office at which to make complaints Afore brilliant street lighting. Great Increase in the fixed assets of the City. irplus earnings and savings in payment of electric light and water for city us« s revert hack to taxpayeis and help reduce taxes. Chiefly amongst the advantages enumerated was that of gas, the stress being on the need for a more reliable
