GOVERNMENT BY MEN.
The Federal Trade Commission sets forth in its annual report a long list of trade practices which It cunsiders unfair and utterly Indefensible. Most people will agree with the Commission. But matten, of this sort ought not be left In the judgment or discretion of the Commission. If a practice Is unfair and acalnst the public interest. It should be so declared by law and acts in violation thereof should be made punishable after conviction before Jury- If an evil is sufficiently serious
suppressed, It should be suplaw—a law spread upon
the statute hooks where ever;-' cltisen can read it. If it la not sufficiently serious to be (ondemnec: by law. It Is »t serloiu enough to b ’ condemned i.d punish'd by a bureau or commission. One of the demand: of the day is restoration of governmei t by law In-
stead of government by m -n.
Mr. Ed. Brealow returned Sunday from a several weeks' stay with relatives In New York City. M. Mendelshon took a business trip Philadelphia, Monday.
Our Democratic friends who pretend to be for America first, for an American merchant marine, and for reasonable preparedness, should note the figures li the latest reports on foreign ■ comm rce. showing that in the first ter. months of 1920 the United States paid out $28,000,000 for Imported fish—an expenditure at the rate of about *32,000.000 a year. The figure* are of more significance than appear* on their face. The United States has abundant fishery resources of her own In fact, a large proporollon of the Imported fish are caught by foreign fishermen operaUng In waters similar to those frequented by American fishermen. The difference Is that the for-
:nen who became the best navigator* and the best ship builders In the world. During the Revolution, in the war of 1812. and In the Civil War. our ugoing population supplied the men who won the battles on t*»e ocean. In rare instances, land lubbers might have become useful after a short training on the ocean, but In general the only dependable men were those w had been accustomed from their youth to the ways of the sea and of ships. Not only, therefore, from a purely business standpoint, should the Amer.cnn fishing industry be built up under the protection of an adequate Import duty, but as an auxiliary to our ■ haul marine and our navy, the fisheries should be maintained at the high-
est practicable standard.
