•The Am eric: ; goods that have been cs-ngesting tne custom house are bring liquidated slowly or returned to the United f-tates." Underulddlng by German firms is a’so reported to be having deadly effect to BratlL During July forty-nine ships b-ought cargoes to Rio de Janeiro. Of tbe*e five had general cargoes from tbe United b.aUs, while seven were from Germany. "Conditions of extreme depression tare coctinaed dming the month of July," declares a late, report from the com mental attache nt Wo de Janeiro. “German 'mports have been reduced, but the trade representatives are very active. They c*AJtinuc to offer prices 20 to 75 per cent lower than thoac offered by American firms, especially on electrical good.-:. Iron and ateel products and chemicals. •Althong'! five Important American houses are dosing their offices at Rio de Janeiro on account of the depression, this policy does not seem to he advisable.' These turns in Uie South American commercial fielU are all sold to be traceable to Hugo Stinnes, Germany’s I’ictureaqus industrial dictator, who is wielding all the industries of his coua*ry ta one huge machine designed to capt ure the world's commerce. More evidence of the length of Stlnnea’s activities Is contained to another report deaiing with the acquisition by s German company, said to" be backed by him, of an oil concession on the coast Argentina about forty-five miles north of the famous Comodnro Rlvafidda. German equipment a) ready hns t>een unloaded on the spot and preparations for the exploitation are stated to be going forward rapidly. That Secretary Hoover's department is keeping Its flegers on the pulse ot Germany's huge industrial attempts Is shown to another report recently sent him from Berlin telling of the large expansion sf German shipbuilding companies during tbe last financial

year.

The combined rapltnl of these twen ty-six companies is about 230,000.000 marks, their loans and mortgages aU-iit Cl.OOO.iOO marks and reserves about OJ.OUO/aKf marks.

Washington.—Steps were tak-n by Republican members of the .wave and means committee to re.ieve mar-toff person* from a portion of their tax

burdens.

An amendment was adopted raising the exemption irom CuOO, under existing law, to $2,500. effective probably as of January 1. 1921. tor mar ried persona where the salt does nut exceed $5,000. No change wax-made la tbe exemptlcr- for single person , w ufato is now $1,000. Representative Ixmgworth (Rep., O.) was the author of the amendment. Under an amendment previously announced a deduction may be made of $400 for each child. This was an Increase from $200 under existing tow. Where there In one child In the family the total salary before tax Is paid will be $2J>00 if these changes become ef-

fective.

The enlarged exemptions will causa a total loss of $50,000,000 In revenue. With theoe and numerous minor changes the committee virtually completed the tax bin. The committee struck out sen Km 901 of the bill which plan s a 10 per cent tax on many commoditln. and discussed placing on the snide* affected a manufacturers' tax of S per cent. The change would eliminate'tbe plan of existing law under which the retailer adds the tax. Among the article* changed are; Hats In excess jf $f> and caps in ex- «** of $2: neckwear to excess of $tf each: shirts in excess of $3 each; underwear to excru of $5. Tbe proposed substitute would apy on the value above amounts to bw fixed. Tbe number of urtlcles will probably be enlarged. The taxes would«yield $100,000,000 Instead off r»,000,000 as now.
