Only “Ism” is Americanism Congressman Bach-rach. of Atlantic City, who represents the Second District In the House of Representatives, was the principal speaker at the dedication of the Soldiers' and Bailors' Monument at Cape May City, on the Fourth of July. The monument Is a tribute of the fceople of Cape May County to those ^rho left their homes to go to war. It la In honor of the memory of the living and dead o' the Civil War, the Bpanlsh-American War and the World War. The ceremonies were simple, hut impressive, and the address of the Congressman was fully In keeping Jrlth the spirit of the program. Part of It was so applicable to the hondltlons in the country at the pree•ot time that we reproduce It and commend Its spirit to the readers of the TIMES. “Through our sympathy for the downtrodden and oppressed of all landt and our liberal Immigration laws, there have come to our shores • class of people--many of them highly educated and by reason of that Wry education a powerful Influence %cnong the less educated classes, who have utterly failed to appreciate the high principles of democracy upon Which our government Is founded. “Having no Interest In becoming Citizens, remaining here only for pillage and mischief and under the tight of free speech and a free press, guaranteed to all by the Constitution «f our country. In which they hare found exile, they seek to teach, preach, and educate, through the mediums of society, the pulpit, the ■tage, the screen, the lecture platform, our schools, colleges and the press, a doctrine of government which ■a diametrically opposed to the very foundations of our most srered institutions. “I refer to the radical doctrines ol Bolshevism. Sovietism. I. W. W.'lsm and the lesser radical Socialism. Which are the product and outcome Of disorganized Russia and other foreign countries, and which have been taaen up in this country by many who caused us so much trouble at home during tbs war. “I dp not want to give the Impression that I am an alarmist, nor would I have you believe th»t we are In imminent peril of having our government overthrown by those forces of communism, which la only another i Came for anarchy, whose chief weag I on la revolution. "But there have been evidence. _ outbreaks of these pestilential dlsOeses as a result of the propaganda that has been broadcasted throughout the length and breadth of the land. This must be crushed. There can be Bo Ism In this country except Americanism; there can be no substitution Of the 'Red' for the 'Red, White and Blue.' “We are glad to offer asylum to the immigrant from any land if he is Willing to accept without reservation the principles of democracy guaranteed by our Constitution, hut the United States Government can and will tolerate no enemy of the basic principle of equality of opportunity guaranteed under the Constitution of our country. “But my friends, there Is a growing endency on the part of those who uaauot Inflict their wills upon the majority through other meant, to seek to bring about their desires through amendments to the Constitution. “To my way of thinking the fathers were guided by Dlvlr» Providence when they brought forth that great document, and the less we seek to alter and amend It. the better off we will be. There have been more loan 1000 amendments to the Constitution Proponed since 1U adoption, but only nineteen hare been approved, sad a Bomber of those might better nave been defeated.

"Then again, there la a tendency on the part of some people to feel that they arc given special privileges under the Constitution which absolves them from the observance of laws enacted In conformity with that document : and I am constrained to mention at this time as a menace to our domestlc tranquility a form of Intolerance which has sprung up within the past few years, styling Itself 100 per ce.it. Americanism, but which. In plain language. Is nothing more than an expression of religious bigotry and

racial prejudice.

"The repugnance of the very name of this organisation forbids me to mention It in the sacred atmosphere of these surroundings today, but I want to especially draw Its purposes and activities to the attention of the veterans of Cape May County, reminding you of the fact that there was no religious hatred nor class or racial prejudices during the trying days of the war. when Protestant and Catholic. Jew and Gentile, white man and black man. fought shoulder to shoulder, suffered and bled together and died side by side, facing the same enemy of civilisation with only one thought In mind—victory and honor lor the country you served. “When you men of the American Legion, you Veterans of Foreign Wars, you Spanish War Veterans, and. yes. you Veterans of the Civil War, are approachad to Join this organisation, ag no doubt some day you will be. in the name of honor and glory of the country which you love and served. I appeal to you to

recall your comrades who fought by side with you. not asking shout what church you belonged to, never Inquiring the country of your birth, nor caring for the color of your i' * : but all united In the common ct making the same sacrifices and dylag ■ the same glorious deaths, that civilisation might be saved.
