be an excellent thing for the city as well as property owners, and will save money in the end. One of the suggestion* broached was that of a citizen that concrete bulkheads could be built to stand the pounding of the waves, and that while the initial cost would be perhaps double that of a wooden bulkhead, its longevity would make it the cheapest. This suggestion brought forth a general expression of opinion and may be given serious

consideration.

Other angles of tne problem discussed were that of having a uniform bulkhead line, a uniform and approved plan of bulkhead construction and requiring permits to be taken out before bulkheads can be built or repaired. Each of these suggestions is in line with sound policy and should be incorporated in the city ordinances. There is no reason why the bulkhead lines should not be as uniform as street lines and sound reasons why should be. Straight lines present an even front to the waves and give strength to the bulkhead. A chain is no stronger than its weakest link, and a line bulkheads is no stronger than its weakest section. If a weak tion gives way it may and will damage stronger sections,
