Hut we cannot believe that all the cruncllmen who voted against the reso. Jutlou did so understandingly, for w< have always believed that a very safe majority of them were Intent on doing their full duty oonacientlously toward the city. If they persist In their refusal to reconsider this Insurance matter, our faith In them will be seriously shaken. The story, as gleaned from the dlsenaslon In Connell, is like this: About two mouths ago the chairman of the appropriate Committee placed the insurance with Edmunds A flutes with, out consulting all his associates and without giving any other agent the op-j-ortunlty to name s price or to make estimate. The rate charged was 4 per cent., and the amount of money paid was MTS. After Uie matter bad been arranged Inveetigstion on the part of Trealdent of Council F. Sidney Townuend discioeed the fact that a policy had been placed on the same property by F. L. Richardson but two years before for 8 per cent. This aroused Mr. Townsend, and ho requested an estimate from W. Beott Hand, agent for the Insurance Company of North America and the American Fire Insurance Company, both of Philadelphia, old and as staunch as any companies in the world. These companies submitted 8j per cent. If this rate bad been given at first, the tote! saving to the city would have been MTS. If the present policies were cancelled now and the Insurance effected at this rate a saving of MOS would be made, after allowing for the charge at short term rates for the time the policies have been running. All of this Information was embodied in a resolution presented to Council by President Townsend, the object of which was to effect this saving, bnt It was voted down, 7 to S. The only reason we can discover for this vote is that the Impression salats with the eeven councilman that the policies cannot be cancelled and that the return of the money to the e'ty cannot be secured. We desire to luionn these gentlemen that every fire Insurance policy contains a stipulation permitting the cancellation of the policy at any time, and at the option of bolder or company, and providing for the return of a certain percentage of the premium. An insurance company has no choice but to cancel and return the proper money when requested to do so, and, on the other hand, a policy holder cannot prevent a policy being cancelled at any time the company may see fit. The case la a perfect'y plain one, and the action of Council simply retails In throwing sway 1108, sbeolntely wasting It. We will venture to say that If this were a matter concerning any Individual In Counoil instead of the city that be would hustle around and have It adjusted before dinner this morning. The city is entitled to as good service as the Individual at the hands of Its chosen guardians. This is no partisan matter, but plain, straight-forward
