While a
jf the leading Europi eutly adopted the
called colonial policy as
Increasing their national inine ana of pro Tiding an outlet for their people, experi enres which have recently been brought to light in Prance would Indicate that a colonial policy may he an exceedingly ex pens!re luxury for a nation to adopt In a recent debate In the chamler of deputies on the gorenimcnt of the colony of Algiers the calculation was mode from official reports that iu the last forty year* that colony had cost France, over and abore the Income received therefrom, quite $800,000,000. and what is more, tiie annual costs at the present time are even larger
than In previous years
It might he said that these large outgoes were no more than France was Justified In sending for the purpose of providing a il* slrable outlet for her people; but, although Algeria Is a remarkably fertile country and offers many opportunities, it dooa not seem to attract the French colonists. Ths total population of French origin is only 200,000, while there are an equal number of white people not of French nationality. These latter bare, by the local laws, exenijitlon from taxation granted them that the French colonist is not accorded, and, what Is more, the rate of taxation upon the 8,000,000 or more native* Is several limea greater than upon the French col
onist or foreign resident.
The French will not aettle In Algeria as colonists, altbongb large numbers visit the country each year as tourists, which would seem ta prove that unless a nation has an aptitude for colonisation—and this was no doubt what the French poasessed six or eight generations ago when theyaetUed Canada—it la useless for It to spend money and exhaust an effort In acquiring and attempting to develop the waste places oo
earth.—Boston Herald.
A Cheap Method far Coloring Clou Some of the German porcelain and gh manufacturers arc now using a new col log material, capable of being "Cxr without fire. In carrying out this process, ordinary water color* are used, these lug rubbed down with a certain mixtu consisting of two solutions, compouni In definite proportions, one of them being composed of 100 parts of a syrup of potassium water glass, to which has been added ten parts of a lead acetate solution—fifteen parts lead acetate In 100 parts of wi and stirred by an air atream until well mixed; the other solution Is a mlxu fifty parts of borax dissolved in 100 of warm water and twenty parts of glycerin. Sixty parts of the first described solution are mixed with forty parts of the second, and with this mixture the colors are rubbed down. For thinning purposes water and the first named solution are mixed well together In equal I •arts. After toe products have been painted they are placed to a bath composed as follows: One part of borax'Is dissolved In twelve parts of water and mixed In a gutta perch* vessel with fifty parts of hydrofluoric and ten parts of sulphuric add. On the immersion of the articles some ten minutes in this they are washed In clean water, and the color appear* as if burned In.—New York
A telegram tfom Rome ha* announced the publication of a "life of Prince Napoleon” which is likely to create some sens Lion la the political world. There Is a earlier work—which, thongh it does ni bear the signature of Prince Napoleon, wi undoubtedly Inspired by him—of which few stray copies have reached England. It is called "Le Prince Imperial," and put porta to be written by D'Heriaaon. It L aimed against the Empress Eugenie, whom It eavagely pursues from her birth to the downfall of the empire—an event directly -Uributed to her Influence. There la a long chapter describing the Intriguee that went on around the deathbed of the emperor. It will be remembered that at the time of his death there was a report that that event was due not to the effects of the operation which Sir Henry Thompson performed, but to an overdose of chloral. This singular hook, oertaluly written with Intimate knowledge of the circle of imperial affairs.
