There can he but little doubt that tbe real responsibility for the Klshineff massacre, like the responsibility for those of 1881 and 1891, rests on the government of linns la rather than on tbe populace, who apparently acted upon a bint from the authorities. Indeed, the responsibility comes very near to tbe Russian throne.
