Senator Dubois was twice congressional delegate from Idaho, and Senator Elkins, of West Virginia, was twice elected territorial delrgate from New Mexico. Senator Cullom, of Illinois, served three terms In the bouse of representatives before his election as governor and subsequent election to the senate. The two Kentucky senators. Blackburn and Williams, have served In the house; so have the two senators from Maine. Frye and Hele. Senator Burrows, of Michigan, had six and Senator Nelson, of Minnesota, three terms! in the lower house before being elected
