KXECniVB DEPARTMENT. STATE OP NEW JERSEY. r CITY OF TRENTON. I appoint Thuraday, November >6(h. aday of thankaaieinc and prayer, and request the people ol the state to assemble in their places of public worship and return thanks to Almighty God for the blessings bestowed upon us aa individuals and as a State during the year that is passed. Life and the blessings of life are still ours. Our State is at peace Our people are prosperous and we still enjoy the blessings of a free government that grows more enlightened and more beneficent as the years go by. Let ns all. young and old, gather together on the day named, and, with humility and thanksgiving, scknowledge the Lord God Almighty as the source from which all blessings flow. Given under my hand and privy seal, at the Executive Chambers, in the city of Trenton, on the Thir* L. S. teeuth day of November, in the year of our Lord one thousand nine hundred and three, and of the independence of the United States the one hundred and twenty-eighth. FRANKUN MURPHY. Governor. Attest: JOHN L. SWAYZE, Secretary to the Governor.

Tb« Vacant Judgahlp.

A duty riil devolve upon Governor Franklin Murphy in the appointment of a Circuit Court Judge to succeed the lateJamea H. Nixon. It would gratifying to the people of Cape May County, and there would be no objection on the part of Buriington County, to the appointment of the Hon. Jamea M. K. Hildreth, who hat be« elected to the Assembly from Cape May County by the greatest vote and the largest majority ever given to a candidate for office before the people of this political division. Mr. Hildreth is a learned lawyer and one who would honor the position and give eminent satisfaction. He has been practicing in the' New Jersey Courts for twenty-two veers and U well and favorably known throughout all booth Jersey. He is a native of this aty but acquired his lew rudiments in Burlington county where he studied in the offices of Jedge Joseph H. Gaskill and Colonel Walter A. Barrows. Cape May County has not been honored with any state appointment for many years and there is no doubt bnt that the people will be unanimous in their approval of such an appointment, ahould it be made by Governor Morphy. The Cars Mav Hxxals hopes that the Governor

will appoint Mr. Hildreth.

To Flab or Not To Flab. Testimony was taken by the attorney, general at Trenton before United States Supreme Court Commissioner Francis Rawle, iu a controversy betwei n the states of New Jersey and Dvlawaie, relative to the right of Jersey fishermen pursue their calling on tbe waters of much of tbe Delaware Bay or River lies between tbe two states. Tbe differences arise from au act of the Delaware legislature adopted In 1877, and baa been resting before tbe court, in its present form, since 1884. It has si last been decided that tbe matter should be adjudicated aa qaiekly as may be, and tbe bearing before tbe commissioner la tbe

result.

Tbe bearing was besun Batrrday of last week Iu Mr. Rawlc’a oflket in Pblla delplila, and at that tlmff waa limited to tbeopeeing of Attorney General Robert H. McCarter, who with H ward W. Hayes appeared for this Stale. George H. Bates, of Wilmington, appears for tbe State of Delaware.

It to Not Understood. By reference to the Sd and 6th pages of the Hkxald the residents can easily see who deliberately refuse to pay their taxas, and it will be noted that among them are many who want to be the forefront of telling othera bow the place shall be managed. These tales will take piece on the 7th and 28th of December To many, however,, there is some surprise that these properties should be ■old over again for yew when they were sold for in previous years, both under City Solid Ip r» J. Spicer teaming and Jamea M. E. Hildreth. Some one ought to explain to the tax payers who pay the expenses of these sales why it

der the Martin act again, when they have heretofore been sold both under

the dty charter
