The colored man complied with the request of the officer withont hreltatlon and left hla other horse while he went to the a table with the afflicted one. He refuaed to tell the officer the name of the owner of the team and the officer, there-* fore, a wore out a warrant for "John Doe,*’ and when the colored man went back for fcla other horse he was arrested, taken before the Alderman, and fined. When the officer waa asked why he made the complaint he said It waa because the colored man refused to give him the name of the

owner

The ends of justice had been met when (he colored man complied with the officer's r*<jue«*t and qnlt working his horse an there la no reason why such arbitrary and petty spite .bould be taken by bringing the mrn up and subjecting him to a fine. If he bad refused to take his borne out It might hare been a different matter. Eyen then. If the sores on t£e horse were not being rubbed by^the harness there was no cruelty being practiced and the offleer might tnen hare been overstepping hla mark and attending to business which was none of his own. It was not the officer's or society's business who owned the none as long as It was not worked. These sentiments'bare been expressed by many people In Cape May and if the zociety wants the yap port of the people for the good work It does. Its officers must not arrest people to please the whims of some of the members of the society.

' City Council assembled, and it is herebv acted b» tbe authority of the same, that there shall be constructed by and for yhe City of Cape MV. • *vwrr on Broadway from Beach Avenue to Cape Island Creek; on Hhnirs street the distance of eleven hundred and fortjr-eix feet; on Madison Avenue from Lafayette Street to Washington Street; on Perry Street from Beach Avenue to Man sioo Street; together with such labor and material as may be neceasary to connect the same with the present system of sewerage tn the City of Cape May. under such plans and specifications as shall be adopted by

said City.

Section a. And be it further ordained and

epacted, that upon tbe adoption of the plans and specifications in tbe preceding section referred to. the City Council shall proceed to advertise according to law for bids or proposals for the construction of tbe said sewers or system of sewers, together with
