Where Bussla Is Weak. In an Interview In s Paris newspaper a French engineer of prominence, who helped to bulid the Siberian railroad, asserts that the problem of the transport of food and ammunition for the srmy of. 500,000 required by Gan. Europe tidn la well nigh unsolvable. - Such an army, he aays. will need 110.000 to 120.000 homes. Manchuria Is a poor and hostile country, and eastern ' Siberia does not grow enough corn for its population. The latter country could, however, supply the army with half the cattle and all the forage It require*. But the bulk of the enormous quantity q( provisions Indispensable to that mags of men and animals must be drawn from western Siberia and even from Rusal* proper. Assuming that the supplies from eastern Siberia were forwarded to Harbin by tbe Shilka. the Amur and the Sungari, it would still be necessar send 14 or 15 trains to Harbin daily with provisions, ammunition, railway tertal, etc. This would make 28 to 20 running both ways, and he doubt* whether the line can bear such traffic. Them remains tbe possibility of organizing sarriage by road and river. Another engineer who baa lust returned from Mukden expresses a very unfavorable opinion of tbe condition of Trans-Siberian railway. He concludes from bis own observation that tbs actual transport of troops does not exceed 1.000 men per day. -He reckons that in three months not mom than 00 000 men were conveyed to tbe sent of war, and that rate, be says, could not
