DEMOCRATSCOMNE New York State Ticket Makers Meet In Saratoga. W. B. HORKBLOTO IS TUE CHAIR aeewme M. •h»par4 •( llrooLlrm »««n« «• tit* Lm«Ibs C*b4IAaUr l**r tb* ■sBtlBBll*B K*r (•*> vraor. 8ARATO<JA. N. X.. 8«n>t. 2a-Th« DonKx-mtlc >tat« convention wa» callto order at aoon by C’balrtnan t'-ord Meyer of the atate committee. Following the roll call William B. Hornblower of New York cKy was latroduced as temporary cbalruian. Mr. Hornblower's address on taking the chair wm* devoted almoat wholly to national laauea and unicd the delegates to sink all factional dispute* In the nomination of a state ticket which would add strength to the national ticket Mr. Hornblower reviewed at length the political history df the United States during the last thirty years, combatting the assertions of the Republican party that the protective tariff was reappnslble for the country's prosperity and denying that the Wilson tariff bad caused the panic of 18U3. He eulogized Grover Cleveland. Turning to the Issues of the present campaign. Mr. Hornblower attacked the prsaldent'a action in the Panama canal and service penfloo matters as unconstitutional and declared that the Democratic party wattld promise the Filipino# complete Independence at the earliest possible moment. In conferences preceding the opening of the convention It was decided thst Professor Duncan Campbell Lee of Ithaca should be permanent chairman of the convention and George Raines of Rochester chairman of the committee 00 nwolutions. , The gubernatorial situation was still unsettled when the convention met, and It was thought probable that no final determination would be reached until close upon the beginning of the second day's session. If Indeed the adherents of the several leading candidates should not find it necessary eventually to try out the strength of their forces In one or more ballots upon the floor of the convention. It is the general impression, however, that agreements will be reached end the question of the nomination for the governorship settled In conference so thst only one name shall be presented to the convention and the nomination be unanimously made on the first bal-
lot
There is no diminution in the undercurrent of feeling which has been evident since the delegates began to gather that unless some compromise becomes necessary the convention will result to the nomination of 'Edward M. Shepard of Brooklyn. The belief D prevalent thst Mr. Shepard has the support of the national leaders, and this belief gives strength to the Shepard movement although no one in so : tbority will admit that other than state considerstfoos will Influence the action of the convention. Those who bold to Mr. Shepard's nomination think that final conferences wfil eliminate all Other candidates. There la this to be considered, that all factions in the state organization are in harmony with Judge Parker and would follow his wishes should be indicate them. But there was no Indication of the receipt of any snch intimation. William F. Sheehan, who saw Judge Parker at Esopus. said that be was not the bearer of any message from the presidential candidate.

_r. PETERSBURG, SgpL Mk-On tbs advice of bis military advisers. Emperor Nicholas has decided to form a second Mnnchorlaa army. It will be formed of the corps which are being sent to the far east and Usutenadt General Unevttcb probably will be given the command of tbe second army. General Kuropatkin will become Chief af both armies, but probably without the title of commander In chief. It is this impending reorganization which seems to. have led to the countless rumor# and reports afloat here of Kuro patkln's superseaalott, of Viceroy Alexeieff as commander In chief of the army, the latter*s resignation, etc., but Investigations Indicate that the above D tbe real situation. • Alexeieff will continue to be viceroy, and as snch he could' hot be subordinated in title to the femmopdlng general, which would happen If Kuropatkin was -given the' 1 title of commander In chief. Nevertheless Kuropatkin will virtually be In complete, untrammeled command. Aa has been heretofore stated on high authority, tbe stories of AlexetetTs interference with Kuropatkin are entirely without foundation. On the contrary. Alexeieff has always shown the utmost appreciation of the peculiar delicacy of his position as Koropatkln's superior, studiously avoiding even tbe semblance of Interference with the operations of the Manchurian
army.
