Judge H. T. Phelps was on tb« bench. Mr. Phelps U a prominent real dent of Lee and a promoter. He knowt common law, but baa had little experience with court matters. The department Immediately transmitted this telegram in substance to the governor of Massachusetts, with the suggestion that be do whatever might be necessary to secure the diplomatic Immunity of Mr. Gurney. It is believed at the department that the matter may be far more serious than the local official* at Lee seem to regard It.
