He proposed to reduce the regular Infantry forces by 14 bettaliocs, leaving 40 or 60 battalions tor home service, after providing for India aad the colonies. The army would be divided Into two parts A certain number of battalions would be kept at home. These would be reduced to U 400 of whom would be enlisted for two yeara’ service and would aftefward enter the reserve for six years. The volunteer establishment would be reduced to IfiO.OOO men and much larger grants would bn made, ao as to mhke the volunteers aa affective force. From 16.000 to 14,000 regular troops would -be kept at Aldershot, ready to take the field as a fighting force. Provision would be made for a permanent garrison of 11.600 men in south Africa. It appears that Mr. Arnold-Morater’s proposal would result In a decrease of 8,761 men. leaving a total force of 227.000 and a decrease In expenditure of

$2,460,000.

The war secretary concluded with saying that the army was passing through a period of great danger. Sufficient remedy (or the existing evils must be found and. while he was unable to provide any marked Immediate reduction to the expenditures, hoped that bis scheme would enable his successors to effect progressive
