Barker, eighteen trorwhips of the United 8tntes nary last night were on their way down the cosat to the winter rnuneu*erlug ground#, after baring been luapevted and reviewed in Hampton Roads by Secretary 'Morton and Admiral iH-wey. The fleet made up of the battleship, const and Caribbean wiundrana and the second flotilla of torpedo boat destroyers. Is one of the most powerful ever gathered In Hampton Hoads under the American flag, and the spectacle of the re flew and Inspection was witnessed by thousands of people on both shies of the road. The big white hulks of the battleships, the squatty monitors, the high cruiser* and the rakish, dark green torpedo craft stood out In bold relief against the blue waters and the bluer *7 in three columns, the right being made up of the cosat and Caribbean squadrons, the center of the battleships and the left of the torpedo craft. The battleship Kesrsarge. as flagship of Rear Admiral Barker, beaded the central column, while the Texas, flying Rear Admiral Sands' pennant, led the coast warships, behind which was the cruiser Newark, flagship of the Caribbean squadron, with Rear Admiral Slgsbee's pennant at her main bead. The torpedo flotilla warn under command of Lieutenant Commander Johnston on the Whipple. There was not a cloud to cast a shadow over the roads when the dispatch boat Dolphin, carrying the secretary and admiral of the navy, was greeted by seventeen guns' salute from the land batteries of Fortress Monroe and the flagships of the three squadrons. The inspection consisted of the Dolphin steaming down the line of Kiipe between the battleships and coast squadrons, returning to take her station at the bead of the columns between the Kearaarge and Texas. When she had dropped anchor Beer Admirals Barker, Bands and Slgsbee made official calls on the secretary of the navy and Admiral Dewey. They were followed by the commandant of Fortress Muuroe. A Lake submarine torpedo boat from Newport News stood by as the procession passed and sainted each vessel In turn. When the Capes were reached the Dolphin dropped out from the head of the column, and as each flagship passed In review a seventeen gun salute was •rad. The ships Inspected and reviewed represent a total tonnage of 08,679 and carried 410 officers and 6,000 men. '
